Across the U.S., governors and state legislatures latch onto the idea of drug testing welfare recipients as some sort of appeasement to their voters and contributors. Despite the evidence from several states that drug testing welfare recipients is wasteful and unnecessary, Governor Scott Walker insists on using it.

State and federal lawmakers are so confident in ALEC they don't even read the bills or pay attention to the consequences anymore.
